ADMISSION CALENDAR
Ø May 19, 12:00 (local time in Craiova, Romania) – July 10, 2025 - 12:00 (local time in Craiova, Romania) registration of candidates by uploading the file on the online platform of the University of Medicine and Pharmacy of Craiova and filling in all mandatory fields with the required information;
Ø July 22, 2025 -18:00 (local time in Craiova, Romania) publication of the provisional lists of eligible candidates on the University website (www.umfcv.ro);
Ø July 25, 2025 - 14:00 (local time in Craiova, Romania) the date by which eligible candidates must confirm the place of study;
Ø September 15 - September 30, 2025 submitting the original file at the International Relations Office.
METHODOLOGY OF ADMISSION TO STUDIES FOR FOREIGN CITIZENS ON OWN EXPENSE
ROMANIAN LANGUAGE STUDY PROGRAMMES
The methodology of admission to studies of the University of Medicine and Pharmacy of Craiova is developed in compliance with:
- Higher Education Act 199/2023
- Order no. 5655/2024 for the approval of the Methodology for the admission of foreign citizens to study at the undergraduate and postgraduate levels, on study places with tuition fees in foreign currency;
- Order No 3693/2024 for the approval of the Framework Methodology regarding the organisation of admission to higher education in the short undergraduate, bachelor's, master's and doctoral degree courses;
- Methodology of admission to studies and tuition of foreign citizens from the school/academic year 2017-2018, of 17.03.2017 Part of Order 3473/2017;
- Order No 4241/2020 regarding the implementation of measures to improve the efficiency of the services provided by the National Centre for the Recognition and Equivalence of Diplomas;
- Order No 4151/2020 regarding amendments to the Methodology of admission to studies and tuition of foreign citizens starting with the school/academic year 2017-2018, approved by the Order of the Minister of National Education No 3.473/2017;
- Order No 5736/2020 regarding amendments to the Methodology of admission and tuition of foreign citizens starting with the school/academic year 2017-2018, approved by the Order of the Minister of National Education No 3.473/2017 - Ministry of Education and Research.

* The tuition fees are set annually and can be changed during the study years with the approval of the Senate of the University of Medicine and Pharmacy of Craiova.
The enrolment of foreign citizens (from non-EU countries) to study programmes in Romanian language is only possible on a fee-paying basis, at their own expense. Foreign citizens are persons who have the nationality of a non-EU country, as certified by a valid passport.
Admission to Romanian-language programmes is based on a file competition.
Foreign students who have been admitted to university studies with tuition fees in a foreign currency and who obtain Romanian citizenship may occupy a place of study financed from the state budget or in lei, at the amount established by the university senate for Romanian citizens, only after passing the entrance exam. This is organised in a legally established session, according to the each university regulations.
In accordance with Order no. 3693/2024 of February 1, 2024, citizens of the Member States of the European Union, of the States belonging to the European Economic Area and of the Swiss Confederation, as well as British citizens and their family members, as beneficiaries of the Agreement on the Withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union and the European Atomic Energy Community 2019/C 384 I/01, can participate in admission to all university study cycles, under the same conditions provided by law for Romanian citizens, including tuition fees.
Eligible candidates
Access to the Romanian national higher education system is open to third-country citizens who fulfil the following cumulative conditions:
- hold a secondary school diploma or equivalent and meet the conditions for admission to university studies in their country of origin;
- submit their application by the deadline set in accordance with this methodology;
- have no restrictive measures imposed on them by Romanian authorities, European institutions, or international institutions;
- hold a diploma/certificate of graduation of the preparatory year of Romanian language, with a duration of 1 year.
The following candidates are exempted from submitting the diploma/certificate of graduation of the preparatory year of the Romanian language:
- Those who hold Romanian study documents (diplomas and certificates) or study documents, school certificates, attesting at least four consecutive years of study in Romanian at a school or higher education institution of the national system in Romania;
- Those who hold a certificate or a diploma of language proficiency at the B1 level or above, according to the Common European Framework of Reference for Languages, issued by Romanian higher education institutions that have accredited the Romanian language preparatory year programme for foreign citizens, by the accredited pre-university education institutions for the Romanian language introductory course, by the Romanian Language Institute or by the Romanian Culture Institute.
The FILE PROCESSING fee will only be paid online on the admissions platform as part of the registration process and will not be refunded in case of a wrong selection of admission category or study program.
After filling in the PERSONAL, RESIDENCE, HIGH SCHOOL data and uploading the required documents, the candidate will be able to pay the file processing fee on the online platform. Once the payment is validated, the file can be verified.
The processing fee is 300 euros, is non-refundable and is valid for one programme of study only.
The candidate will apply for U.M.F. of Craiova by accessing the online platform, filling in all the fields with the required information and uploading all the mentioned documents.
Please make sure that:
- all your documents are scanned only in PDF format and the name of the document must include the type of document and the candidate’s surname (passport.Smith, transcriptofrecords.Smith, etc.);
- scan in color the original documents as well as the legalized translations into a single PDF document and upload them in the appropriate section;
- it is mandatory that the candidate uses his/her personal e-mail address containing his/her full name;
Important! This e-mail address will be used to create the student account if the candidate is declared admitted.
Candidates have the obligation to periodically check their e-mail address and the status of their registered file on the online admission platform.
The submitted files will receive a registration code, but only those with a validated processing fee will be checked and considered for the admission competition.
Once the online application has been submitted on the admission platform, uploading other documents or completing the documents submitted can only be done on the admission platform, only at the request of the admission committee.
IMPORTANT! Documents sent by post, e-mail or courier will not be taken into consideration.
Confirmation of study places
Non-EU citizens must confirm their place of study by paying the non-refundable fee of 2000 euros on the online admissions platform by the established date. This amount is part of the annual tuition fee corresponding to the first year of study.
Within the first 5 days after receiving the acceptance letter, it is compulsory to pay the full tuition fee for the first year of study in order to obtain the study visa.
IMPORTANT! Failure to pay the confirmation fee on time will automatically result in the loss of your place!
After the confirmation of the study places, the University of Medicine and Pharmacy of Craiova will send the necessary documents to the Romanian Ministry of Education and Research in order to obtain the letters of acceptance.
Following the issuance of the documents of recognition of studies by the Ministry of Education and Research (a process that may take up to 30 working days), these will be sent to the candidates at the email address used to create the account on the online platform.
Please note that enrollment is only possible if the candidate's studies are recognized by the Ministry of Education and Research.
Between September 15 and September 30, 2025, candidates must submit their file personally to the International Relations Office (2 Petru Rareș Street, Building A, Craiova, Romania) including the following documents:
- all the original documents uploaded on the online platform;
- the original high school diploma or equivalent;
- the receipt for the enrolment fee 200 RON - to be paid at the Financial Department, 66, 1 Mai Street, Craiova;
- 4 recent photos (2,5 x 3,5 cm)
The International Relations Department will examine the files submitted and, if they contain all the above-mentioned documents, the candidates will be able to sign the study contract.
In exceptional cases, upon the decision of the UMFCV management, the enrollment can be done taking into consideration the authenticated documents submitted electronically, followed by the submission of the original documents under the conditions of the physical presence of the candidate on the Romanian territory.
The University reserves the right to take expulsion measures within a maximum period of six months from the date of enrolment, in the event of discrepancies between the documents submitted physically and those submitted electronically, discrepancies which are not solved by the candidate or the Ministry of Education and Research.
CITIZENS FROM
NON-E.U. COUNTRIES
Mandatory documents for admission process:
1. Declaration of consent to the processing of personal data - handwritten signature;
2. Application for the issuance of letter of acceptance to studies (filled, dated, with handwritten signature) – 1 scanned original in color;
3. Essay for university application – maximum 400 words (dated and with handwritten signature);
4. Documents that certify Romanian language proficiency - 1 scanned original in color - can be attested by submitting one of the following documents:
- Diploma/certificate of graduation of the preparatory year of Romanian language;
- Certificate or Attestation of language proficiency (issued in the last two years) - minimum level B1, according to the Common European Framework of Reference for Languages, issued by higher education institutions in Romania that have accredited the preparatory year program of Romanian language for foreign citizens, by pre-university educational institutions accredited for the Romanian language introductory course, the Romanian Language Institute or the Romanian Cultural Institute;
- Romanian study documents (diplomas and certificates) or study documents, school reports attesting at least four consecutive years of study in Romanian in a school or higher education institution of the national system in Romania
5. High School Diploma or the equivalent – 1 scanned original in color and 1 translation in Romanian certified as authentic by a notary.
If you submit the equivalent issued by the high school institution, it must specify the average grade of the High School Final examination, the subjects passed, the grades and the validity term of the certificate.
Depending on the country in which your High School Diploma was issued it must be authenticated with Hague Apostille or authenticated by:
- Ministry of Foreign Affairs from the issuing country;
- Embassy/Consular Office of Romania in the issuing country.

IMPORTANT! In addition to your high school diploma, you may be required to submit other documents. In this case, please upload the original scanned color version and 1 Romanian translation (certified as authentic by a notary) together with the diploma in the same PDF document.

If the candidate's last name and first name on the study documents do not correspond to the last name and first name mentioned in the ID/passport, the candidate's file will not be validated.
6. Transcript of Records for each high school year of study – 1 scanned original in color and 1 translation in Romanian certified as authentic by a notary.
Depending on the country in which your transcript of records was issued, it must be authenticated with Hague Apostille or authenticated by:
- Ministry of Foreign Affairs from the issuing country;
- Embassy/Consular Office of Romania in the issuing country.
7. Birth Certificate – 1 scanned original in color and 1 translation in Romanian (certified as authentic by a notary);
8. Parental or guardian's consent to study in Romania, if the candidate is a minor. This requirement is outlined in Annex 1;
9. Marriage certificate, or any other document proving the change of name, if applicable - 1 scanned original in color and 1 translation in Romanian (certified as authentic by a notary);
10. Passport issued by a NON-EU country (1 scanned original in color) - valid at least six months from 01.10.2025;
11. Document attesting the permanent domicile abroad (stating your permanent domicile address in your passport/ID or in a document obtained from the Town Hall/Prefecture of your place of domicile) - 1 scanned original in color and 1 translation in Romanian (certified as authentic by a notary);
12. Medical certificate issued in the candidate's country of residence certifying that “the person to be enrolled is not suffering from contagious diseases or other conditions incompatible with the university studies” - 1 scanned original in color and 1 translation in Romanian (certified as authentic by a notary);
13. 4 recent photos (2,5 x 3,5 cm) - only when submitting personally the file.
Residence in Romania during studies
Non-European citizens must obtain a study visa, issued by the Romanian Embassy in the country of residence. The visa is issued based on the Letter of Acceptance, issued by the Ministry of Education and Research - General Directorate of International Relations and European Affairs and the payment of the tuition fee for one academic year. The study visa is valid 90 days, during which time candidates are required to obtain a residence permit in Romania issued by the Immigration Bureau Dolj (Serviciul pentru Imigrări al judeţului Dolj) - Amaradia Street, no. 32-34, Craiova.

Selection process
I. The analysis of the submitted files will be processed by the Admission Committee in the order in which the applications are received and the preliminary results will be published on the university`s website – www.umfcv.ro. The preliminary results list is not equivalent to the actual enrolment in the first year of studies.
II. The selection of the candidates will be done in decreasing order of the obtained score, according to the selection criteria mentioned below.
III. University of Medicine and Pharmacy of Craiova may organize in September, depending on the number of candidates, a test of general knowledge of human anatomy and physiology, grid type.

This methodology was approved in the Senate meeting on 24.03.2025. In the event that changes are made in accordance with the legal provisions in force, this methodology will be updated accordingly.
