Admission of foreign citizens - residency 2023 - 2024

I. ORGANISATIONAL RULES 

 

In accordance with the provisions of the Order of the Ministry of National Education no. 3473/17.03.2017 on the approval of the "Methodology for the admission to studies and schooling of foreign citizens starting with the school/academic year 2017 - 2018" published in M.O. no. 233 of 05.04.2017, the Order of the Ministry of Education and Research no. 4151/2020, the Order of the Ministry of Education and Research no. 5736/2020 and the O.U.G. 194/2002 on the regime of foreigners in Romania.

The following do not constitute criteria for prohibiting the participation of candidates in the admission to postgraduate education in the field of health, or selection criteria: sex, religion, race, political affiliation (including family members), membership of legally constituted organizations or whose activity does not violate the laws of the Romanian state, or chronic diseases that do not present a risk to the community.

Foreign citizens from countries that are not members of the European Union, as well as from countries that are not part of the European Economic Area and the Swiss Confederation, enrolment in postgraduate studies (residency) is based on a file, only for places with fee.

The residency is carried out only in Romanian language and lasts between 3 and 6 years, according to the Nomenclature of medical, medical-dental and pharmaceutical specialties for the health care network. It ends with an examination, by passing it, one obtains the specialist doctor certificate.

UMFCV may charge candidates, in accordance with the legal provisions in force, fees for the processing of competition files, in the amounts approved by the University Senate.

A person admitted to a postgraduate specialist study programme has the status of resident for the entire period of his/her presence in the programme in question, from enrolment until the specialist examination or expulsion, except for periods of interruption of studies.

The Secretariat for Foreign Residents of the University receives the files in electronic format and checks them; after checking each file, they will be forwarded to the PRORECTORATE FOR POST-UNIVERSITY EDUCATION AND RESIDENCY if it is found that: 

- the standard application forms are completed correctly and bear the candidate's signature; 

- the files contain all the documents required for registration.  

 

II. ELIGIBILITY CONDITIONS

 

Foreign citizens can enter postgraduate health education in Romania if they meet the following conditions:

a) have documents proving citizenship of a third country of the European Union;

b) are graduates with a bachelor's degree in human medical-pharmaceutical profile or a degree equivalent to it with a structure, duration and number of credits at least equal to those in Romania.

c) have submitted their file within the deadline set by this Methodology.

 

 

III. FIELDS OF STUDY

 

  • Medicine (teaching language Romanian)
  • Dentistry (teaching language Romanian)
  • Pharmacy (teaching language Romanian)

 

IV. TIMETABLE FOR THE SUBMISSION OF APPLICATIONS

  • 30 OCTOBER 2023: opening of the application period;
  • 17 NOVEMBER 2023: closing date for applications;

 

V. TUITION FEES

 

The application processing fee has been set at 250 EURO;

The application processing fee is non-refundable and will only be paid by successful candidates.

The tuition fee is: 6000 Euro/year.

THE AMOUNT OF FEES CAN BE CHANGED DURING THE YEARS OF STUDY !

The first year is paid in full and for the following years of training the fee is paid every semester.

 

VI. REGISTRATION FOR THE ADMISSION COMPETITION 

Applications should initially be sent by email, scanned in colour, in PDF format, to the email address: valeriu.ciotirnoiu@umfcv.ro, 

The electronic application file must contain the following documents:

1.  Registration form/application form; ANNEX 1

2.  Application for letter of acceptance to study; ANNEX 2

3.  Declaration of compliance and agreement to process personal data; ANNEX 3

4.  Application for residency programme coordinator approval; ANNEX 4

5.  Curriculum Vitae;

6.  Birth certificate - copy and certified translation;

7.  Copy of the document proving permanent residence abroad;

8.  Copy of passport;

9.  Copy and certified translation of the baccalaureate diploma or its equivalent, authenticated by the relevant authorities in the issuing country;*

10.Copy and certified translation of the bachelor's degree or its equivalent, authenticated by the relevant authorities in the issuing country; *

11. Copy and certified translation of the certificate attesting the passing of the bachelor's exam for graduates of the current year, if applicable; *

12. Registration sheets – certified copies and translations of studies completed; *

13. Certificate of completion of the preparatory year of Romanian language or Certificate of linguistic competence, as appropriate;

14. Result of the language proficiency test for foreign citizens, graduates with a bachelor's degree in human medical-pharmaceutical profile, obtained in study programs taught in foreign languages, in Romania;

15. Medical certificate stating that the person to be enrolled in studies does not suffer from contagious diseases or other conditions incompatible with the future profession.

16. Declaration (from Romanian citizens residing abroad) stating that they are aware of their rights and that it is their personal choice to study as foreign citizens at the University of Medicine and Pharmacy of Craiova on their own account (notarized);

For countries that are party to the Hague Apostille Convention, academic documents subject to equivalence/recognition must be endorsed with the Hague Apostille by the competent authorities of the issuing countries; academic documents from Italy, Greece, Spain, Portugal and Cyprus will be endorsed with the Hague Apostille, other EU Member States being exempt;

 

For countries that are NOT party to the Hague Apostille Convention, the educational documents will be super-legalised or will be accompanied by the Certificate of Authenticity issued by the competent authorities of the country of origin;

 

Supralegalisation is applied by the Ministry of Foreign Affairs of the issuing country, the Embassy/Consular Office of Romania in that country and the Ministry of Foreign Affairs of Romania or by the Ministry of Foreign Affairs of the issuing country and its Embassy/Consular Office in Romania and the Ministry of Foreign Affairs of Romania; for countries where there are no diplomatic missions of Romania or which do not have diplomatic missions in Romania, the study documents will be endorsed by the Ministry of Education and the Ministry of Foreign Affairs of the issuing country;

 

Exemption from super-legalisation is permitted by law, by an international treaty to which Romania is a party or on the basis of reciprocity.

 

Candidates graduating from a bachelor's degree in human medical-pharmaceutical studies with a structure, duration or number of transferable study credits lower than those in Romania may take, upon request, with the approval of the university, difference examinations in order to complete their studies.

The difference examinations will be held in committees organized at the level of state higher education institutions, in which there are faculties of medical-pharmaceutical profile.

Proof of passing these exams will be reflected in a Certificate issued by the university concerned and will not lead to a degree.

 

Candidates who have completed a bachelor's degree in human medical-pharmaceutical studies at accredited higher education institutions in Romania will be required to submit only certified copies of the above-mentioned documents.

 

No more applications or additions to applications after 17 November 2023!

Files missing mandatory documents required by the university are automatically rejected!

Citizens of European Union countries are obliged to take the national residency entrance exam in the sessions organised by the Ministry of Health and the above information is not addressed to them.

VII PROCESSING OF COMPETITION FILES AND COMMUNICATION OF RESULTS

The analysis of the competition files will be carried out after the end of the application period by the PRORECTORATE FOR POST-UNIVERSITY EDUCATION AND RESIDENCE.

 

Communication of results will be sent by e-mail to all candidates!
 
Successful candidates will receive instructions on how to complete the admission process.                    
 
Enrolment for studies will take place only after receipt of the letter of acceptance from the Ministry of Education.

RESIDENCY PROGRAM COORDINATORS MAY ORGANIZE INTERVIEWS FOR FINAL ACCEPTANCE TO STUDY 

IF THE CANDIDATE IS REJECTED, HE/SHE WILL NOT BE ENROLLED AGAIN REGARDLESS OF WHETHER HE/SHE HAS RECEIVED THE LETTER OF ACCEPTANCE TO STUDY
