METHODOLOGY OF ADMISSION TO STUDIES FOR CITIZENS FROM MEMBER STATES OF EUROPEAN UNION, FROM THE EUROPEAN ECONOMIC AREA AND SWISS CONFEDERATION AND FROM NON EU STATES

According to the stipulations of the National Education Law no. 1/2011, with subsequent amendments and completions, based on Law no. 288/2004 regarding the organization of university studies, with the subsequent modifications and completions, taking into account the provisions of the Government Emergency Ordinance no. 194/20 02 regarding the regime of foreigners in Romania, republished, with the subsequent modifications and completions, and of the Government Ordinance no. 22/2009 on establishing the minimum amount of tuition fees, in foreign currency, of citizens studying on own expenses in Romania, from states that are not members of the European Union, as well as from those that are not part of the European Economic Area and the Swiss Confederation , approved with amendments by Law no. 1/2010, based on the Government Decision no. 26/2017 on the organization and functioning of the Ministry of National Education, in accordance with MEN Order No. 3473/2017 of March 17th, 2017 on the approval of the Methodology for receiving studies and schooling of foreign citizens starting with the school / university year 2017 - 2018, of OMEC no. 4151 of 24.04.2020 on the admission of foreign citizens, the University of Medicine and Pharmacy of Craiova, applies the following Methodology for the admission of foreign citizens:

 

I. Eligibility requirements

 

Can get into the national education system, those citizens of  states part of European Union, from the European Economic Area or Swiss Confederation, as well as citizens from Non EU states, who:

Ø have documents that certify the citizenship of the state of origin and who require the enrollment to studies in Romania on own expenses;

Ø have study documents issued by educational institutions recognized in the country of origin;

Ø submitted the file by the deadline established by this Methodology.

 

 

 

 

II. Number of places allocated to programmes of study on own expenses after the selection process:

 

Ø Dentistry (study programme – Dentistry in English) – 30 places (15 places for citizens from member states of European Union, from the European Economic Area and Swiss Confederation; 15 places for citizens from Non EU states);

 

 

III. Admission program: Admission program to studies on own expenses at University of Medicine and Pharmacy of Craiova for the academic year 2020/2021:

 

Ø 2nd of June 2020 - opening period for submitting the documents online;

Ø 31st of July 2020 end of the period for submission of files in electronic format;

Ø 7th of August 2020 - publication of the results of the preselection of candidates on the university website;

Ø 31st of August 2020 - confirmation of the occupation of the candidates declared admitted.

 

This is the date by which the file with the original documents has already reached UMF Craiova. 

Candidates who do not meet these conditions will be declared rejected and the places will be occupied by the candidates in descending order of the scores of the competition files;

Ø 2nd - 9th of October 2020 - reservation of the place by the candidates declared admitted by paying in advance the tuition fee for a period of at least 9 months related to the study program for which they opted; foreign citizens who need a study visa to enter the territory of Romania will pay the full amount of tuition fee for the academic year 2020-2021;

Ø 2nd of November 2020  - the end of the registration period.

 

 

 

IV. Submitted files processing fees and tuition fees for Dentistry in English study programme


The processing fee for the submitted contest file is 200 euros.

For candidates who hold a High School Diploma obtained in Romania (graduates of a high school in Romania) the processing fee for the submitted contest file is 100 euros.

 

 

File processing fee for all the candidates is non-refundable and has to be paid in the following account:

The tuition fee for Dentistry in English is 5.000 euros/year and may  suffer changes during the study years with the approval of the  Senate of UMF Craiova.

 

The English language exam fee was set at € 100, and will be paid only  by candidates declared admitted after the selection of the  competition files.

THE EMAILS WHICH WILL NOT HAVE THE SUBJECT WITH THE FULL NAME OF THE CANDIDATE AND WILL NOT CONTAIN ALL THE REQUIRED DOCUMENTS WILL BE REJECTED.

 

 

EACH FILE MUST CONTAINS A LIST OF DOCUMENTS (Datasheet verification), COLOR SCANNED PDF DOCUMENTS AND A  STATEMENT (SCANNED PDF) WHICH CERTIFIES THAT THE SUBMITTED DOCUMENTS ARE AUTHENTIC AND THE SCANNED DOCUMENTS ARE IN ACCORDANCE WITH THE ORIGINAL ONES.

 

The International Students Office will check the online submitted documents and if the file is complete, it will be requested to be sent by post; the complete files must be sent directly to the University’s Registry, to the following address:

The University won’t assume responsibility for the activity of the candidates' postal services.

For the the citizens from member states of European Union, from the European Economic Area and Swiss Confederation, the file of candidacy must contain the following documents:

 

1. Application Form 2020-2021;

2. Request letter for recognition of high school studies (Certificate) in order to be accepted into university studies for European citizens2 filled in copies ;

3. Europass CV;

4. Receipt of the payment for the file processing fee;

5. University Application Essay - maximum 400 words - describing his or her personal and professional motivation in the chosen field of study; the essay is mandatory, will be checked by the anti plagiarism programs  and constitutes an important selection criteria. Editing the essay will be done on the computer using the Times New Roman font of 12, spaced 1.5 rows and will be mandatory dated and signed by the candidate;

6. English language proficiency certificate, a minimum B2 level issued by an accreditated institution;

Exempt from the certificate submission, citizens coming from countries where the official language is English;

7. Study Diploma (authenticated with the Hague Apostille or by the Romanian’s diplomatic authorities from the candidate’s country of origin) - copy and 2 translations authenticated to a Notary – which allows the access of the candidate to university studies (diploma of high school or its equivalent).

The candidates who have passed the Final High School examination in the sessions corresponding to the academic year 2020 may submit, instead of the High School diploma, a certificate issued by the high school, mandatory specifying the average grade  of the Final High School examination, the passed subjects, grades  and the validity term of the certificate; They will also provide a statement given before a public notary with the term for presenting the High School Diploma!

 

Important!  Hague Apostille is requested for diplomas from countries which are parties to the Hague Apostille, issued by the competent authorities in the issuing countries. Hague Apostille Convention is requested for diplomas from Italy, Greece, Spain, Portugal and Cyprus.

 

Diplomas issued in countries which are not parties to the Hague Apostille shall be authenticated or accompanied by an authentication certificate from by the competent authorities in the issuing countries;

  • Legalization/Authentication is done by the Ministry of Foreign Affairs from the issuing country, the Embassy/Consular Office of Romania in the issuing country and the Romanian Ministry of Foreign Affairs or by the Ministry of Foreign Affairs in the issuing country, the issuing country’s Embassy/Consular Office in Romania and the Romanian Ministry of Foreign Affairs; for countries where Romania does not have a diplomatic mission or countries which do not have diplomatic missions in Romania, the study documents shall be legalized by the Ministry of Education and the Ministry of Foreign Affairs from the issuing country;
  • Legalization/Authentication exemption is allowed under the law of an international treaty to which Romania is party or on a reciprocity basis.

8.  Other documents relevant for the selection (e.g. volunteer certificate);

9. Transcript of records for all the high school years - copy and 2 translations authenticated to a Notary;

10. Birth certificate - copy and 2 translations authenticated to a Notary;

11. Passport copy - valid for at least 6 months after the date when the certificate of recognition of high school studies was issued by the Ministry of National Education of Romania + personal Identity Document (document attesting the residence abroad);

12. Medical certificate and psychological evaluation (in an international language) that prove the person who will enroll to studies is clinically healthy (result of general physic examination) and certifies that the person enrolling in the studies does not suffer from contagious diseases or other conditions incompatible with the future profession;

13. 6 passport sized photos;

14. Datasheet verification signed by the candidate which includes all the checked points

***15. Only for the romanian citizens residing in non-EU countries or for the romanian citizens that have also another citizenship - the file must contain a written statement authenticated to a Notary that they want to study at University of Medicine and Pharmacy of Craiova as self supported fee-based students and that they acknowledge on their rights and obligations and that is their personal choice to study as foreign citizens on own expenses in the University of Medicine and Pharmacy of Craiova;

16. A STATEMENT WHICH CERTIFIES THAT THE SUBMITTED DOCUMENTS ARE AUTHENTIC AND THE SCANNED DOCUMENTS ARE IN ACCORDANCE WITH THE ORIGINAL ONES.

For the citizens from NON-EU states:

2. Request letter for the recognition of high school studies (Letter of Acceptance) in order to be accepted into univeristy studies for Non European citizens2 filled in copies

VI. Selection process

 

VI.1. Analysis of the submitted files will be done after 31st of July 2020, deadline, by the Admission Committee.

VI.2. Candidate selection will be done in decreasing order of the gained points, regarding the table of the selection criteria.

VI.3. All the selected candidates must participate at the English language test, in late September. The test will be marked with Passed/Failed.

VI.4. University of Medicine and Pharmacy of Craiova reserves the right, depending on the number of candidates, to organize a test of general knowledge of human anatomy and physiology.

VII. All the eligible candidates, after completing the selection process must come to the University’s International Office with the original diploma/certificate of studies  (high school diploma or its equivalent), authenticated with the Hague Apostille or by the Romanian’s diplomatic authorities from the candidate’s country of origin -  for final registration.

 

Final enrollment will be done only after receiving the letter of acceptance/certificate of recognition of high school studies from the Ministry of National Education of Romania.
